Upon graduating from the University of Washington School of Law, Tom’s practice has emphasized civil litigation, including construction claims and contracts, personal injury, products liability, property damage, civil rights, and police misconduct claims. Included within the personal injury work are defamation, discrimination, harassment and sexual abuse claims.

In addition to the state courts of Washington and Idaho, Tom is admitted to practice before all federal courts in the states of Washington and Idaho, as well as the Ninth Circuit Court of Appeals and the United States Supreme Court. He has sat as Judge Pro Tem in King County Superior Court from time to time. Additionally, he has represented the Washington Bar Association in disciplinary matters on a pro bono basis.

He has written and spoken on a variety of subjects relating to different types of litigation, including municipal tort liability, libel and slander, psychological claims, and liability under Section 1983 of the Civil Rights Act.

He received his degree from Seattle University in 1962 and his juris doctorate from the University of Washington in 1965. He is currently a member (and past trustee) of Washington Defense Trial Lawyers, where he is a speaker from time to time, most recently at its convention in 2009. He has been a member of the International Association of Defense Counsel. He is a Fellow of the American College of Trial Lawyers (membership is a position of honor, and is by invitation of the Board of Regents). The College is a national association of 4,500 Fellows in the United States and Canada. Mr. Frey is a past president of the St. Thomas Moore Society of Seattle.
